Is JCOP Authentication Retry Counter nonvolatile?

When establishing a Secure Channel in a JCOP card, the card will enter its LOCKED state if 10 consecutive INITIALIZE-UPDATE commands are sent without receiving a valid EXTERNAL-AUTHENTICATE command to complete the process.  Is the Authentication Retry Counter nonvolatile?  If the JCOP card is reset after the 9th INITIALIZE-UPDATE command, does the counter reset to 0 such that 9 more INITIALIZE-UPDATE commands can be sent?
