How do I get PTN3392 to output VGA during boot of a computer?

We have developed a PCB based on the reference schematic of the PTN3392. It works good in both windows and Linux once the  computer has booted up into OS.

We are connecting the board to a NVIDIA Quadro K4000 and K2200 cards DP++ port.

If we connect a other Displayport to VGA adapter we get VGA output during boot and can use the VGA port for BIOS configuration..

We have tested different configuration on S0 pin and verified that the I2C channel works.

What can be the reason for this?
