With the MC13783 PMIC going EOL, does NXP have any reference designs for another PMIC or discrete power management solution for the i.MX31?

No, there is no ready to use reference design other than i.MX31 PDK:

However, the up-to-date MMPF0100/MMPF0200 series PMICs:

http://www.nxp.com/products/power-management/pmics/configurable-pmics-pf-series:CPMICSPFS

are very flexibly configurable and highly customizable, so, they are suitable
for use as the companion PMICs for all existing i.MX series processors, including
the i.MX31 one.
