PMDXB950UPE is an 8 pin device, with a pin description for all 8 pins, but elsewhere in the datasheet is described as a 6 terminal device, and the recommended footprint shows only six terminals. Pins 7 and 8 are connected internally to pins 6 and 3, respectively. Are pins 7 and 8 intended to be left unconnected and unsoldered to the PCB?

Yes, we recommend pins 7 and 8 to be left unconnected and unsoldered to the PCB.
On the one hand soldering of those pins will have no significant impact on thermal performance, on the other hand will increase the possibility of undesired solder bridges.

Same question here but for PMCXB900UEL in the same package

It looks like pins 7 and 8  might be for heatsinking, so they should be soldered?
