The MPC8308 USB ULPI cannot be connected to other USB ULPI controller. The MPC8308 USB ULPI control signals are inputs: USBDR_PWR_FAULT, USBDR_CLK, USBDR_DIR and USBDR_NXT. See the Table 13-1 of the MPC8308 Reference Manual.
It required using a USB ULPI PHY.
