Having trouble connecting to a target using SWD with the supplied cable.
The target works perfectly well with a Red Probe+.

I don't have any jumpers closed (J1/J2 open) and the target is an LPC1769

I am connecting using the J7 Connector (label at the back (Targed SWD/Jtag)

The error message received is :

LPCXpresso RedlinkMulti Driver v8.0 (Nov 17 2015 10:18:17 - crt_emu_cm_redlink build 556)

Found chip XML file in D:/SOBD_SW-master/DS_DEBUG_UI/SOBD_DEBUG/Debug/LPC1769.xml

Failed on connect: Ee(36). Could not connect to core.

No connection to emulator device

Check your debug/reset circuitry against : Design Considerations for Debug

Given that you say your target works with a Red Probe+, take particular note of the section "Logic Levels and Ground":

With JP2 open the target must supply the VTref to power the target side of the dual-supply buffer
