PC is out of allowed range for this license on v6.1.4 Build194

I have a FULL license, Debug Limit 256K  and I can't load a 26k file.  It work fine on another PC.  See attached Word docx for error dialog boxes and license information.

You pointed me in the right direction.  For some reason Windows\system32 was not on my path.  Once I modified the path everything is working.  My Norton antivirus had just expired last month and I installed the Microsoft antivirus.  It must have happed when Norton was uninstalled.
