When both cores are in active mode, they use the same clock source so they have to be operating at the same frequency. In terms of low power modes, Sleep mode can be used on one core and not the other. The other three low power modes, Deep-sleep, Power-down, and Deep Power-down, will force both cores into the low power mode since they shut down the chip.
