Why need 6.7V in OSBDM for RS08? Which IC need this Voltage?

RS08 have no interal charge pump to support Flash program.
So need external high voltage support.

I know RS08KA* 's vpp is 12V, but OSBDM hardware have two voltages 12V and 6.7V. why need 6.7v? 
I  don't find anywhere refer 6.7v in osbdm firmware code.
