Problem forming zigbee pro network JN5168 without security

I need one network without security for JN5168 modules. The documents says just is necessary enable/disable security in configuration editor. I start from Smart Energy HAN solution template but despite i have disable security in editor, the nodes (Routers and ED) fails join the network and the error says "Join Failed: ad" Error related to security. Then comment "ZPS_vAplSecSetInitialSecurityState" but still fail. how can i start one network without security?
