Yes the MPC8309 eLBC has four chip select signals. The MPC830x-KIT may support greater than 4 because it may support several MPC830x device. So MPC8309-KIT has MPC_LBC_CS0# --- MPC_LBC_CS3#. See excerpt from the schematics.

MPC8309_4_LCS.gif On start up only when the MPC8309 boot from the local bus only bank0 has predefined boot settings which you can see in the MPC8309 reference manual. Other eLBC banks are not enabled by default. Software has to set local bus banks base addresses and sizes. You should look for these settings the board documentation and software documentation you run on the board. See attached excerpt from the MPC8309-kit user guide
