In P2041 EC Free scale techinical data sheet Page no 37

29 th point The cfg_xvdd_sel (LA[26]) reset configuration pin must select the correct voltage that is being supplied on the XVDD pin

is given as note for LA26 Pin

does it mean if XVDD is used as 1.5v Pull up is needed in the line LA26 ?

Yes, for XVDD = 1.5V this configuration pin should be pulled-up.

Please look P2040 Reference Manual, Section 4.6.3.5 "SerDes XVDD voltage select"
