Are KSDK based PEx components "released" independent of the KSDK release cycle?

If so, is there an update site similar to the Freescale KDS update site?

Hello,

no, they are tight to KSDK. Actually PEx is tool to provide easy configuration of KSDK. PEx components now handles corresponding drv files, compiler options, etc... Above this are supported PEx features like timing, validation, pin selection, design time preprocess, etc... PEx components (eclipse update) are stored in tools directory.
