Hello,
I have similar problem with flashing my i.MX31 ADS HAB toolkit ver 2.21 as what you had with the "Error! - DDR memory init error"  error. I tried it with the setting that you had as well and I still have the same problem. My originial switch settings were as fallows:

Baseboard:
SW1: off/off/off/on
SW2: on/off/off/on/off/off/off/on
SW3: on/off/off/on/on/on/on/off

CPU:
SW2: all on except 8th--> off

ATLAS:
SW7: off/on/off/on/on/on
SW8: off/off/on/on/off/off
SW9: off/off/on/off/on/off
S4:    off/off/on/off/off/on
S5:    all off
S6:    off/on/off/off

I have the same error when flashing for linux as well.
Any suggestion anyone? Thank you.

Sounds like you have a board w/o the HAB fuse burned. If you can connect JTAG you can verify by issuing a dump/b 0x5001c810..0x5001c814. It will read 00000001 if the HAB is burned. There is a procedure to burn the HAB yourself, but some of the boards are not capable of burning the HAB fuse. I had the same problem with my first board and had to replace the board because the HAB burning utility failed.
