The SoC guide is actually the first chapter of the data book that you have (Device Overview). The term is a throwback to the days when we had multiple books that made up the spec of the chip.
The references are usually to the memory configuration on the chip (1.1.4), the device pinout (1.2.1), the interrupt vector/channel list (1.6.1), and ATD/PIT/PWM trigger connections (1.8/1.9). SoC may also refer to the electrical characteristics of the device in appendix A.
