Dear Sir/Madam:

I am doing MC13213 on custom board,
but it turns out that VDDA always about 0.13V. which is a kind of wired.
but the MCU part is good, while I can step program with BDM.

Does anyone have any idea about it ?

It is not so clear: is your logic power supply shorted to 0.13V?
 
I had a similar failure two times with an 9S08AW60 perhaps in the same static triggered failure: one uC was in the DEMO9S08AW60E board and the other was in a linked slave board.
Both failed in short with power supply. In both cases the logic supply was limited to some 100 mA (a limitig resistor in series with the regulator) and to some 200 mA (a 78L05). The measured logic supply under this conditions was some 130mV, a pretty good short. I was astonished how good it was, without fusing. I didn't investigate which pin was shorted: my Vdda is the same as Vddlogic.
 
The demo board was easily repaired with no other damaged component by replacing the CPU on the socket, while the slave board where the CPU is soldered is in reparation: I hope with no other component broken too.
