Programming QB8 controller using P&E micro USB multilink MONO8 connector

I'm using MC68HC08QB8 processor.Not able to program the board. The programmer is USB Multilink from P&E micro it has a MONO8 programming 16 pin connector . When I connect the target board the yellow LED in the Programmer doesn't glow, only the blue LED glows.
The connector pin details:
Pin no. 1,3,5,7,9,11,14,16 --> NC,
 2 --> Gnd, 4-->RST (Pulled upto VCC),6-->IRQ(Pulled up to VCC),8-->PTA0, 10-->PTA4,12-->PTA1,13-->PTA7(pulled to VCC),15--> VCC.

Hi ram,

The yellow LED indicates that you have power on the target board!

So do you? Between MON08 pins 2 & 15
