Do you mean your power failure is the power down or power is low?
You can use the ADC to check the power level, when it is lower than your defined level, but you also need to make sure the power still can let the MCU working, then write the specific data in the flash. You also need to make sure the power down time is slow, and it is enough to write the flash data.
