The recommended csHoldTime value is 0x03 (RT1020 Reference Manual). But what does a value of 0x03 mean? ist it 3 ns? The waitTimeCfgCommands is specified in 100 us. Is it the same for csHoldTime?
Our used flash specifies CS# Setup and Hold Time of 4 ns. What do I have to set csHoldTime to?

It is determined by your flexSPI serial root clock, please check the RT1020 reference manual
More details, please check the reference manual Chapter 26 FlexSPI Controller.
waitTimeCfgCommands is different, the unit is 100us.
If you want to set your CS# Setup and Hold Time of 4 ns, you can use your flexSPI serial root clock calculate the specific cycles which you need.
