The information regarding the DSP is included within the RT600 User Manual (https://www.nxp.com/docs/en/user-guide/UM11147.pdf). 

Regarding the development tool, I recommend you to refer the getting started page of the RT685-EVK, here you will find all the information regarding the development tool for the DSP. Getting Started with i.MX RT600 Evaluation Kit | NXP
