i.MX8 ISI scaling issue

When I use i.MX8 ISI scaling camera frame,1280X720->640X480,ISI driver run this function:mxc_isi_channel_set_scaling()

get picture like this:

It seems crop the image not scale,does ISI have scale ablity?

With Raw 12bit output camera it is not scale,but YUV camera can scaling:
