custom HDMI parameters on IMX8M

Hi, I am trying to use a HDMI panel display with the i.MX8M.  Full size monitors work fine, but the smaller resolution and clock speed of the small monitor seems to cause a problem.  

The thread below suggests a solution, but the link to the tool mentioned is not working.  Could this be reposted please?
