At present I am working on sabre platform for autoinfotainment. Can "i.MX6 Quad" supports DUAL instance 1080p h264 decoding?

Yes, it can perform 2 full HDS @ 30fps decode or encode.
2 Full HD decode is possible if videos are @24 fps. When VPU is used at 266mhz which is the common situation
This is due to VPU troughput characteristics.
If VPU is set at 352MHZ it can handle @30fps, but this feature is still under test.
