they can be left unconnected. As described in sect.7.9 I2C level translator

Power management IC for i.MX 8M application processor family

"PCA9450 I2C Level translator is controlled by I2C register, CONFIG2 Reg. When it is
configured to disabled, all I/Os assume the high-impedance OFF-state."

I got it now,

also, Is the pull-down resistance not necessary to the CLK_32K_OUT pin ?
When there is no CLK output, does it become Hi-Z and cause malfunction due to noise?
