Maximum VPU power with minimal CPU and cost?

Hello, my application uses i.MX6Q as an CPU, but there is a need in live video transcoding. Using VPU of main unit is fine, but it allows only one thread, while we need three.

There is an obvious solution to use two more i.MX6S (as they are powerful  enough to transcode fullHD and cost less, than DSP), but is there even more cost-effective solution using VPU, like separate VPUs or low-power CPU with several VPUs?
