Imx8qm double network, Eth0 can ping successful, but eth1 Ethernet eth1: Unable to connect to the phy.

Imx8qm double network, hardware: using two groups of independent ar8031, BSP: Linux4.19.35  and the MDIO using two groups. 
1)results Eth0 can ping successful , but eth1 Ethernet eth1: Unable to connect to the phy.

2)In dtsi shielding & fec1,  eht1 ping can succeed。That means eth0 eth1 to work alone succeed
