How to port Intel PCI-e Wifi to Android-7.1.1

I want to port Intel wifi module 3160HMW（mini PCI-e）  to Android-7.1.1 . After configured the kernel driver for intel 3160, I can ping 8.8.8.8 in linux console. But when I turn on the wifi in Settings app, it becomes to turn off, and then turn on in cycle.

I search in the community and most answers are porting to Android-4.x.x. It seems Intel wlan is removed from AOSP/hardware. So, how can I port Intel PCI-e Wifi to Android-7.1.1?
