There are some libraries on the util-linux-native package on the BSP although not this one in particular. There is also a cutils library as part of the qemu libraries, but it may be different from the one you are looking for.
I would recommend looking for it as part of the Yocto Project layers and if it’s not available you can always port it yourself for your application (depending on license restrictions).
