Fresh Imx6q custom board always I serial Downloader mode

I am working on a imx6q based custom board. The configuration is similar to Sabre SD board.  

When  I make boot options  as 00 still my board is detected as HID DEVICE in my host pc.  As I did the same thing with Sabre lite development board it is not detecting.. 

My question is,  when the processor and emmc are new is that board will always goes into serial Downloader mode?

please check sect.8.2.3 Boot From Fuses Mode (BOOT_MODE[1:0] = 00b) i.MX6DQ RM

If set to Boot From Fuses, the boot flow is controlled by the BT_FUSE_SEL eFUSE
value. If BT_FUSE_SEL = 0, indicating that the boot device (for example, Flash, SD/
MMC) has not yet been programmed, the boot flow jumps directly to the Serial
Downloader.

I have an other question that even if I set my boot mode 10 ( board configuration),  my board is still in serial Downloader mode. 

Any thing wrong can be happen..?
