Custom Location provider on AOSP kitkat 4.4.2 running on IMX6

Hi All,

I am using IMX6's based custom board and It's running android AOSP version Kitkat 4.4.2. We have cellular module and wifi connectivity but don't have GPS on board. Now We want to develop one custom location provider which will use wifi and/or cellular module to get location. How I can develop it or is there any open source application available which can do this?
