Can the eFUSE of the i.MX 8M Plus be changed once by the user? (via fuse prog command in uboot)

Or is it only fixed to the changed value at manufacturing time?

yes, you can change it via uboot, use "fuse prog" command,

=> fuse prog [-y] <bank> <word> <hexval>
Write directly in the fusebox
