Can I use the internal 27MHz xtal osc on IMX8MQ6CVAHZAB for HDMI?

We are bringing up a new board.

The manual, on page 796, says:

"The 27MHz oscillator will be used as the reference clock for HDMI PHY."

But this is not the default.  I can't find (in the 6407 pages!) what register sets this up. It only works with an external 27MHz osc on the HDMI_REF_CLK pins.

We'd like to be able to avoid the use of the external 27MHz clock.
