the I3C mode support Open-drain and push pull according to the highlighted text in the above picture .
So when the I3C is in Open-drain mode, does the SDA line need pull-up resistance?
why SCL has two rate? why not always use the push-pull ?

For the I3C SCL is push-pull, SDA Open Drain, and push-pull, normally no need pull up resistances.
These two configurations available made possible compatibility between I3C and I2C.

even if the I3C SDA is in open drain mode, the SDA line still doesn't need a pull-up resistances. right?
before the I3C controller assign the dynamic address , the I3C target will act as I2C target. if it acts as I2C slave, does the SDA line need pull up resistances?

I checked the I3C spec and the spec said that SCL/SDA could have a weak pull-up. For RT600, I3C_PUR is connected to I3C_SDA and provides a weak pull up, thus no need to enable pull-up on the pad.
