24 Mhz Oscillator Not Starting iMX6UL Rev 1.2

I am using MCIMX6G3CVM05AB

iMX6 UltraLite MAPBGA 14x14 0.8mm 528MHz

Rev 1.2 Maskest ID 2N52P

My Schematic

At C28 Pin 1 - Vavg 105mV

At C27 Pin 1 - Frequency 32.765 KHz

At Pin C26 Pin 1 - Vavg 115mV

At C25 Pin 1 - Frequency - Nil Vavg 480mV

   

POR is Good, All Power rails are good.

So Question is : Why is the oscillator not starting up?

one can try with other crystal or consider Table 11. Oscillator and clock recommendations

like 24Mhz crystal requirements, try to adjust XTALI bias resistor.
