The QN908x user manual refers to ROM APIs for ISP and BLE. The Data sheet only refers to ISP in ROM. Which is correct?
The QN908x enablement only uses the ROM for ISP.
There are some BLE-related functions inside the ROM as well, but the NXP BLE stack that is part of MCUXpresso SDK only uses software libraries for doing BLE. It does not use the ROM.
