Please download it from below link:

Software package for K32WQN9090CTUG

And the bin file is in the K32W_QN909x_Certi_Tools\Debug folder.

In the latest version, it may change name to: K32W_QN9090_Certi_Tools.bin

Sorry for the inconvenience caused by the name changing.

I will create an internal case to correct to right(same) name.
