JN5161 can't control actuator with security level 2

Hi Sir：

Now I am using JN5161, and using AN1219 (v1007) to develop a Zigbee green power switch..

I found a strange problem.. 

When i using security level 3, means  "GPD_SECURITY_LEVEL_FC_4B_MIC_4B_WITH_ENC", and the actuator designed by Silabs MG21 can receive the commissioning and toggle telegram send from switch.

But when i using security level 2, means "GPD_SECURITY_LEVEL_FC_4B_MIC_4B_NO_ENC", the same actuator can only receive commissioning telegram, and have no response with toggle telegram.

I guess MG21 ignored the toggle telegram because something is wrong..

The question is why it happens? Thanks.

Hi Zero,

Do you have the sniffer log about this issue?

Where are you changing the security level?

Could you please provide more information about this issue?
