FXTH87's PA output impedance

I design the FXTH87 circuit with the reference, and the designed circuit as follows. But, the output power is very low.I use the value as the reference manual gived. And the C11、C13 not connected. C12 is shorted.

What's more, when I try to change the value of L2 and L3, the output power is not changed.

I don't know why.

Also ,I want to know the output impedance of the RF pin , so that I can try to make impedance matching myself.

Did you solve this? Any comment from NXP? The FXTH87 Documentation is very poor.
