The description of 57.5.4.2 Up-scaling,
To achieve good display quality, progressive video input shall be used if down-scaling is needed.
It is described as but, what happens is what kind of events in the case of a progressive rather than interlaced input.
Example: the entire screen noise from entering or Jaggy noise or Deterioration of the resolution etc.

I think we should follow the RM requirement at first, since the RM request the progressive input, certainly there are reasons or limitations for this.
the answer for your question is no meaning for your design.
