Most of the chips have "idle" and "max" power specifications. (see the respective datasheet to find it). A board generally doesn't spec power consumption. At any rate, it's pretty easy to measure. Run your code, put a current meter inline with the thing you want to measure and you'll get your current measurement. Then do a little math to get Power..
