About T2081 ddr3 CLOCK frequency

MY T2081 board, we designed by ourselves;

I designed 1600MTS,but I measured only 400MHZ,I  think  it should be 800MHZ.

I do not know why?can somebody tell the reason?

1) Please consider to open a sevice case because this could be a complicated technical issue - refer to the How I could create a Service Request?

Please provide additional information:

2) Which silicon revision is in question? - i.e. what are PVR and SVR values?

3) Please provide complete schematics as searchable PDF for inspection - this will be more convenient by referring the 1)
