Both are correct.
"5.2.1.1" is mainly to explain trigger mass erase by debugger. The mass erase similar to Erase All Blocks, but there are a little difference.
A mass erase via the debugger is allowed even when some memory locations are protected.
"36.5.11.11" The Erase All Blocks command (Flash command) aborts if any flash or FlexRAM region is protected.
