You should be able to create a support ticket. If you can't maybe your profile need to verify the email or maybe some field is missing. please contact the support on the website so they can check what's wrong.

Regarding the latest version of the HSE is 0.2.1.0

And once you can create support tickets, that would be the place to ask questions that should not be public.
