If S32K148  Vin=5V,  TJA1101 Vin=3.3V， So MII to connect the two device, need a Voltage Level Translators?

Yes, actually in our evaluation board EVB, you can see some level shifters along with the Ethernet connector. You can download the schematic design form the web page:
