the board is not connected

I have a S32 debug probe.  connected to S32g399 goldbox 3.

Debug probe is connected to laptop by usb, and connect to target by 20pin jtag.

Target is power on, and debug probe has tx/rx led green and flash at 1Hz, run/pause led solid red.

Now I have my sample code compiled and ready to run in debug mode.  while I open the debug configuration and "test connection", it showed that target is not connected.  (see screenshot attached at the end)

No further debug can be done.

What should I do to activate the debug?  I have the S32 development tool installed in DS32 3.5 (3.5.1 patch as well).

I connected with USB to debug probe, so I assume I do not need to configure Ethernet setting for the debug probe?

I am replying myself.

Our IT policy makes no data/file transfer outside of the company.  It disables usb port, SD card reader port....

After I asked IT to open the USB port for me, the debug port is connected with no issue.  And I am able to launch the S32 debug probe with debug session.
