How to send message from one device to another via cloud?

I want to send a message (data) from a device (for example ESP32) to another device (Rapid IOT Prototyping Kit). I think the Cloud Event and Cloud Command elements can be used to send data  to cloud and receive data to the same device but how can we use them for two different devices registered with same user account?
