configuration inputs in t2081

i ahve a custom board using t2081. with hard coded rcw sysclk=133mhz and ddrclk=66mhz..

followed the connections as per the RDB. But at reset, the configuration inputs which should be pulled '1' automatically  by the processor are '0'. Has any one encountered this problem? N what could be the solution? any help please

Please refer to the processor's Data Sheet and doublecheck that following points are considered/fulfilled:

1) note 5 after the Table 1. Pinout list by bus

2) 3.2 Power sequencing

3) 3.5 Power-on ramp rate
