   can I set the T2080 IFC interface mode ADM_SHFT_MODE=1 at the start of CPU's POR released？  And how can I make it？

Yes, you can. Initial ADM_SHFT_MODE value for NOR flash configurations is defined by cfg_rcw_src[5] bit. Please see table 4-8 of the Ref Manaul.
