I am unable to receive packets when I connect my fixed-link SGMII ls1021a ethernet port directly to a Marvell 88E6185 Switch port running in chip to chip mode. Does anyone know if the eTSEC interface support a compatible mode and how to configure it.

Do you happen to know (or know someone to ask) if the eTSEC interface on the ls1021a can be configured to have an internal tranceiver?
The value seemed to be ignored when I set it from ethtool. Our theory is that the Interface on the Marvell chip is waiting on a sync command to bring the link up
I believe I need a transceiver to in order to generate the sync.

I do not have full datasheet for 88E6185, but according to "product brief" document (link below) this switch does not support direct connection to MAC controller via SGMII interface. This document states this switch supports only GMII or MII modes for MAC connection.
