Can not flash file to target

I using CodeWarrior 11.1 to flash my hex code to my PCB board. It give me the error below:

Error executing task KL16Z128M4

Error: Connect Failed.

Can't connect. The Debugger can not connect to the PE device(ARM GDI Protocol Adapter)

Error: Connect Failed

I tried different PE debugger (Multilink Universal FX and Tracelink) and several my PCB boards. I got the same error. I have a limit timing for my project.

NXP offers CW4NET for ARM based Layerscape processors:

This CodeWarrior uses CodeWarrior TAP debug tool.

Is there possibility to test your connection using CodeWarrior TAP?
